I have heard so many people mention this lately. I have asked a few people and as near as I can figure is that it has to do with one psychic attacking another psychic or one of their family members mentally in order to gain something like knowledge or ability. Is this what it really is?

Psychic attack is the way your thinking is being affected and there by your mental and psychological and subconscious thinking is routed towards fear and not security in such a way that you are questioning things that your normal state would not have produced with out the new information. Delusion created by false logic yet producing reasoning that affects functioning in a mental state of JOY and security which is present without the stimulus.
